You moved to Jalisco — or you've been here a while — and your car still has plates from another state. Technically you're required to change them once you establish residence in Jalisco. And if you ever need to do any other vehicle trámite here, the system will ask you to regularize the plates first.
The process has an extra step most people miss: first you have to cancel the plates in the origin state. Without that paper, Jalisco won't process the trámite.

What you need before you start: the cancellation from the origin state
This is the step most people skip and then have to come back to redo.
Jalisco requires the cancellation certificate from the state where your vehicle was registered. Without that document you cannot do the trámite here. Period.
The process to get the cancellation depends on the state, but most have it online by now:
- CDMX: portal finanzas.cdmx.gob.mx
- Estado de México: edomex.gob.mx/tramites
- Nuevo León, Coahuila, Sonora: the corresponding state finance portal
- Other states: search "baja de placas [state name]" — almost all have an online or in-person option at their recaudadora
What you receive is an official cancellation certificate — keep it, you'll need it in Jalisco along with the physical plates.
What if my origin plates are reported stolen or lost? You have to file a report in the origin state before doing anything here. Jalisco can't move forward until the previous state releases the vehicle from the registry.

Step by step: how to do the change in Puerto Vallarta
1. Cancel the plates in the origin state Before anything else. Without this paper you don't move. Most states do it online in less than a day.
2. Physical vehicle inspection Since the vehicle comes from another state, the physical inspection is almost always required. It's done at UNIRSE Fluvial Vallarta on Wednesdays — arrive early to get a ticket. This step goes before your alta appointment.
3. Book your appointment Go to agendador-shp.jalisco.gob.mx, create an account with CURP, RFC, and email, and pick UNIRSE Fluvial Vallarta. Choose the foreign-plate alta trámite.
4. Show up with everything Bring originals and copies of every document. If something is missing, you lose the appointment and have to book another — the system makes no exceptions.
5. Pay at the counter The cost for a private car is $1,120 MXN. Cash or card.
6. Hand over the old plates and receive the new ones That same day they give you your Jalisco plates (Collage or Cabañas design), the sticker, and the updated registration card.

Can I keep driving with out-of-state plates while I do the trámite?
Technically yes, while the process is underway. But once your residence in Jalisco is established and an officer pulls you over, they can ask you to justify why you haven't regularized. It doesn't happen often, but the risk exists.

What if I came from the US or Canada?
If your vehicle is permanently imported (already nationalized with pedimento clave R1), the process is basically the same as foreign-plate, plus these extra documents:
- Permanent import pedimento (clave R1)
- IVA payment receipt
- Origin country title: Title (US) or Registration / Certificat (Canada)
If your vehicle is still on temporary import (SAT sticker), you have to nationalize it first — with temporary plates you can't get Jalisco plates.

Can I cancel the other state's plates while I'm in Jalisco? Depends on the state. Many have online portals and you can do it remotely. Others require in person. If you don't want to travel, some states accept the cancellation via notarial power of attorney.
How long do I have to change plates after moving? The law doesn't specify an exact deadline, but the moment you do any vehicle trámite in Jalisco (refrendo, ownership transfer, etc.) the system will already require the plates to be Jalisco. The practical move is to do it soon.
