"Plate procedure" sounds like one thing, but it's actually 6 different procedures — registration (alta), refrendo, swap (canje), ownership transfer, cancellation (baja), and replacement. Each one has its own cost, documents, and time. Here's which one you need, what you'll pay in 2026, and where to do it in Puerto Vallarta.

General Documents for Any Procedure

Most procedures share this baseline:

  • Owner's documents (all in original AND copy):
  • Valid government-issued photo ID (INE, driver's license, or passport)
  • CURP (Mexicans: print free at gob.mx/curp)
  • RFC (Mexicans: rfc.sat.gob.mx; foreigners: SAT module)
  • Proof of Jalisco address (max. 3 months old)
  • Valid email address
  • Simple power of attorney + apoderado's ID, if a third party files
  • Foreign residents: valid legal residency document (temporary/permanent resident, FM2, or FM3)
  • Vehicle documents (varies by procedure):
  • Invoice (CFDI) or title
  • Registration card (tarjeta de circulación)
  • Physical plates (for exchange and cancellation)
  • Appointment confirmation
  • 2025 verification certificate (for canje)
  • Plate cancellation from origin state (for out-of-state cars)
  • R1 pedimento + IVA receipt (for imported cars)

Each procedure has its exact list. Detailed checklists at the end.

General Step-by-Step

Most procedures follow this flow:

1. Identify the correct procedure. Use the table and "Which procedure do I need?" section above. If you're unsure, message Pepe — he'll classify it for free.

2. Check for outstanding debts. Go to gobiernoenlinea1.jalisco.gob.mx with your plate. If you have overdue refrendos or fines, settle them first — the system blocks any new procedure.

3. Gather your documentation. Pull the exact checklist for your procedure (links at the end). Original and copy of each document.

4. If applicable, get the physical vehicle inspection. Only for out-of-state, imported, unregistered, or motor-changed vehicles. Wednesdays at UNIRSE Fluvial Vallarta with walk-in ticket. Cost: ~$381 MXN.

5. If applicable, do the emissions verification. Only for 3×1 canje and procedures where the SET requires it. Book at verificacionresponsable.jalisco.gob.mx. Free with paid 2026 refrendo.

6. Book your appointment at agendador-shp.jalisco.gob.mx. For alta, baja, ownership transfer, replacement, license. Exception: the 3×1 canje during the extension (through May 29, 2026) is walk-in.

7. Show up at UNIRSE Fluvial Vallarta. Av. Grandes Lagos #236, Fracc. Fluvial Vallarta. Mon–Fri 8 AM–4 PM.

8. Submit documents, pay, and receive. Most procedures resolve same day if documentation is complete. Ownership transfers can take 3–5 business days.

Common Mistakes (and How to Avoid Them)

1. Not checking debt before booking. If you have overdue refrendos, the system blocks the new procedure. Check gobiernoenlinea1.jalisco.gob.mx first.

2. Expired or mistyped documents. Expired INE, proof of address older than 3 months, or a wrong VIN in the agendador → the SET rejects you same-day. Double-check everything before leaving.

3. Showing up without an appointment. Except during 3×1 canje, SET only serves by appointment. No appointment = waiting all day, often leaving empty-handed.

4. Forgetting power of attorney when a third party files. If Pepe or a family member files on your behalf, a simple power of attorney + both IDs is MANDATORY. Without it, no counter service.

5. Confusing baja with ownership transfer. If you sold within Jalisco, it's not a baja — it's an ownership transfer. The baja is when the car leaves the state registry entirely.

6. Not saving digital copies. Photograph every receipt (appointment, payment, baja certificate). If you lose the paper, no photo = no proof.

FAQ

How long does a plate procedure take in Jalisco? Most resolve **same day** with complete documentation: alta, refrendo, 3×1 canje, baja, registration card replacement. Ownership transfers can take 3–5 business days.

Can I do everything online? **Partially.** Refrendo payment and debt lookups, yes (refrendo.jalisco.gob.mx, [gobiernoenlinea1.jalisco.gob.mx](https://gobiernoenlinea1.jalisco.gob.mx/spelweb)). But alta, canje, baja, ownership transfer, and driver's license require physical presence at UNIRSE.

How much does a procedure cost with a gestor? Official government fees are in the table above. A gestor charges a separate service fee that varies: alta ~$499 MXN, refrendo ~$299 MXN, canje ~$399 MXN, baja ~$199 MXN. Pepe quotes you the total (official + gestoría) before you commit.

Do I have to be Mexican to file a plate procedure? No. Foreign residents with legal status (temporary/permanent resident, FM2, or FM3) can file any procedure. You also need CURP and RFC already issued.

Can someone else file on my behalf? Yes. With a **simple power of attorney before two witnesses** + the apoderado's INE + the owner's INE. The power of attorney is drafted by the owner — no notary needed.

What happens if I don't file on time? You accumulate fines and surcharges. Unpaid refrendo generates interest. Omitted ownership transfer keeps you legally responsible for the sold car (fines, accidents, misuse all fall on you). Old plates (Maguey/Gota/Minerva) will eventually be removed from the registry if you skip the canje.

What are UNIRSE Fluvial Vallarta's hours? Monday to Friday, 8:00 AM to 4:00 PM. Closed Saturdays, Sundays, and official Jalisco state holidays.
